Responsibility for police costs for high-risk matches in a country comparison



The chart documents opinions on who should bear the costs of police and security at high-risk football matches, comparing responses from Germany and England (survey conducted in December 2023). Four cost-responsibility models are presented: the state, the participating clubs or teams, the league, and a combination of all parties.

In both countries, the two most frequently chosen options are cost-sharing across all parties and the participating clubs or teams. In Germany, 39% favor a combined model, while 37% point to the clubs involved. In England, the clubs option ranks first at 43%, with the combination model at 31%. Assigning responsibility solely to the state receives the lowest share in both countries — 14% in Germany and 10% in England. The league as sole cost-bearer is selected by 19% in Germany and 16% in England.
